OTHER ENTITIES MEASURES

The Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, supports qualifying companies with qualifying productions that are considered as a cultural product and found to be making a valid contribution to the expression of creativity and culture through the development of production capability skills in the audiovisual sector with the goal of maintaining and fostering employment in Malta in this sector.

To be eligible for the Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, the applicant must be an undertaking who is able to meet these criteria:

- the production must be carried out by a qualifying company;

- there shall be only one qualifying company with respect to a given qualifying production;

- If the qualifying company is a Foreign Qualifying Company, the qualifying company must be either a special purpose corporate vehicle or a company which carries on, or intends to carry on in Malta, a trade or business which is considered as a qualifying production.

- If the qualifying company is a Local Qualifying Company, the company which must have an audiovisual production as its main purpose and activity and that is duly registered as an audiovisual production company in Malta, having at least one director or a major shareholder of the company who is a Maltese/European citizen.

- If the qualifying company is an audiovisual studio/facility whose main purpose and activity is animation and/or VFX and is a company that is duly registered as an audiovisual studio/facility in Malta, having at least one director or a major shareholder of the company who is a Maltese/European citizen.

To be eligible for the Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, recipients must carry out at least one of the following Audiovisual works:

- feature film;

- television production (including Film, Series or Mini-Series including Pilots);

- creative documentary;

- reality programs (scripted/unscripted; live or recorded);

- game shows (live or recorded).

Audiovisual works may involve Animation/Visual Effects (whether computer-generated or otherwise; even if not physically shot in Malta) or be linked to Cross-Media/Transmedia/Virtual Reality.

The call for the Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, expires on 2023-12-31, subject to availability of funds.

The costs eligible for the Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, are:

- labour costs;

- accommodation;

- air Travel;

- recce Costs;

- per Diems;

- location Fees;

- rentals;

- services;

- Professional Services;

- construction including set builds;

- Malta Film Studios;

- entertainment;

- post Production;

- miscellaneous.

The maximum amount that may be provided by the Financial Incentives for the Audiovisual Industry initiative, financed by Malta Film Commission, to an undertaking shall not exceed:

- 40% of the eligible expenditure of a qualifying production;

- 50% of the eligible expenditure of qualifying productions if considered as ‘Difficult Audiovisual Work’.

The aid intensity shall be calculated on the basis of the eligible expenditure in Malta and the maximum expenditure subject to territorial spending obligations shall not exceed 80% of the overall production budget.

The type of financing provided by the Financial Incentives for the Audiovisual Industry initiative, financed by the Malta Film Commission, is a cash rebate.

The qualifying company (or the Animation/VFX company in Malta) can benefit from an advance grant payment equivalent to 10% of the cash rebate.

The funding bodies for the Financial Incentives for the Audiovisual Industry are Malta Film Commission and the Ministry for Tourism and Consumer Protection.
